DevOps & Software Dev
Source control, CI/CD, issue tracking, and developer tooling for teams building and maintaining software.
How devops & software dev is bought
What agencies usually ask for
These tools are bought for three jobs: service management (tickets, change control, an asset database), source control with build and deployment pipelines, and work tracking with documentation. The triggers are usually an audit that requires change control, a program to consolidate the tools different teams adopted on their own, or a modernization effort that needs a proper software delivery pipeline.
How this category is licensed
Service management platforms price the people who work tickets differently from the people who submit them, so the agent count drives the quote. Developer platforms and work-tracking suites are per user per month in tiers, with the top tiers adding security scanning, compliance controls, and advanced permissions. Cloud hosting is the default; self-managed editions exist for agencies that require it, and government cloud editions are available where the vendor offers them.
What to have ready for a quote
Counts of agents or fulfillers versus end users, the number of developers, an idea of repositories and pipeline usage, existing licences that would be migrated, and whether hosting has to stay in a government environment. Integrations between the ticketing platform and your other systems are scoped as services rather than licences.
Typical combinations
A development shop typically takes Jira and Confluence with GitLab. A central IT organization takes ServiceNow ITSM Pro and connects it to its monitoring and asset tools. Where those integrations do not exist off the shelf, our software development team can build them, and that work is quoted as its own line.
What moves the price most
The number of agents on a service management platform, the tier chosen on a developer platform (security scanning and compliance features sit in the top tier), cloud versus self-managed hosting, and premium support. Seat counts are worth auditing before renewal: dormant accounts on per-user tools are the most common overspend in this category.
